What Development Has Taught Us About Risk

One of our biggest lessons has been this: risk is not something you eliminate. It is something you understand and manage.

Infill development involves many moving parts. Planning requirements can change, site conditions can present unexpected challenges, construction costs can shift, and financing arrangements may be affected by delays.

Developers cannot predict every possible outcome, but they can take steps to understand and manage uncertainty.

That means investigating a property before buying, building contingency into budgets, working with experienced professionals, challenging assumptions, asking difficult questions, and communicating when circumstances change.

It also means recognising that not every opportunity should move forward.

For us, saying no to the wrong project can be just as important as saying yes to the right one.

NCTL Story #5: A Time We Had to Change the Plan

We had a single-family property almost ready on paper to be redeveloped into six homes. It was supposed to enter construction before our larger 24-unit project.

Then our planner suggested something unexpected: wait.

A new City by-law was coming that could change what was possible on the site. At the same time, redirecting some of our capital toward the larger project would help strengthen our financial position for future financing.

We paused.

When the new by-law arrived, our six-unit opportunity became nine units, giving us greater financial flexibility and the ability to include affordable homes.

The lesson? Sometimes moving a development forward means knowing when not to move.

Stay close to municipal policy, listen to your advisors, and do not become too attached to your original plan. In development, patience and flexibility can create value that was not there before.

This experience reinforced the importance of evaluating a project as circumstances evolve. A plan that makes sense at one point in time may need to be reconsidered when new information becomes available.

Why NCTL Group Chose Infill Development

We did not choose infill because it was easy. It is not.

We chose it because we believe some of the biggest housing opportunities are hiding in plain sight.

An aging house. An oversized lot. An empty parcel. A property that was designed for the needs of a city that existed decades ago.

Look at those properties differently, and they may become homes for several families.

That is the opportunity we see.

Our job as developers is to determine where that transformation makes sense financially, technically, and for the community.

We are still learning with every project. We still encounter problems we did not expect, and we do not have every answer.

But that is also one of the reasons we have decided to share more of the process.

Most people see the finished building. We want to show you everything that has to happen before the building exists.

The studies. The numbers. The financing. The permits. The setbacks. The decisions. And the people behind them.

We believe understanding development can help investors make better-informed decisions, help aspiring developers ask better questions, and help communities better understand what it takes to create new housing.

Building More Homes, One Site at a Time

Infill development is not simply about putting more buildings into existing neighbourhoods.

Done thoughtfully, it is about asking: How can we use this land better?

Sometimes the answer may be three homes. Sometimes nine. Sometimes twenty-four. And sometimes the right answer is not to develop the property at all.

That is why we believe responsible land development starts long before construction. It starts with asking the right questions, understanding the risks, and making informed decisions.
